MEMBERSHIP 

The F.P. (Funzione Pubblica) is a  Trade Union Category federated to the CGIL. The Federation organizes 360.000 members into several sectors of the public sector in Italy 

The CGIL (“Confederazione Generale Italiana del Lavoro” =  Italian General Confederation of Labour) is the major Italian Trade Union Confederation with 5.233.000 members. 

The Funzione Pubblica organizes and defends employees in: National, Local  and Regional Government; Fire Fighters; Government controlled bodies, Public Utilities; Health Care Workers; No Profit Sector Workers and Waste operators, independently from race, religion or creed.  

OUR  OFFICES 
FP/CGIL National Headquarters are located in Rome, Via Leopoldo Serra 31 with 21 Regional and 132 Provincial branch offices.  

INTERNATIONAL POLICY 

The Funzione Pubblica actively maintains and promotes solidarity together with foreign unions, to affirm the principles of peace, liberty and democracy and to develop solidarity and civic advancement among peoples.  

The Funzione Pubblica is affiliated to Public Services International (P.S.I.) and to the European Public Services Union (E.P.S.U.).  

POLICY 

The Funzione Pubblica bases its program and its action upon the Constitution of the Italian Republic, considering allegiance to freedom and democracy fundamental to all its activity. It also considers Trade Union unity a strategic value and a determinating factor in strengthening the people’s bargaining power.

Organization and governing bodies of the Funzione Pubblica CGIL

 
The Federazione della Funzione Pubblica CGIL is divided into branches

  • National Administration

  • Local and Regional Government,

  • Non economic public bodies  (Parastato)

  • Public and Private Health care

  • Public Utilities

  • No Profit (Third Sector)

  • Waste Management

  • Fire fighters

 

The Funzione Pubblica is articulated in the following way:

Membership Committee
It summons the members' assembly and the workers' assembly, that is to say the basic instruments through which these bodies participate in all the choices made by the union for achieving its ends.

The Steering and Executive bodies of the National Federation are:


The National Congress
This is the highest governing body, it decides the orientation of the union policies of the category and elects the Executive Committee, the College of Auditors, the Administration Inspectors and the Guarantee Committee. The National Congress is held every four years.


The Executive Committee
Is the governing body of the federation oriented according to congressional decision. Congress also decides the composition of the Executive Committee. It is summoned by the National Secretariat. The Executive Committee has the faculty to elect a Steering Committee. Executive Committee Chairman is Anna Salfi


The National Secretariat
Is the body that guarantees the Federation's daily business and gives account of its activity to the Executive Commitee, and in case of election, to the Steering Committee. It is elected by the Executive Committee that decides its composition and names the General Secretary. At this time it is composed of 8 members:

College of Auditors
body that controls the activities of the administration of the F.P. elected by Congress.

·         Inspectors
 body that controls regular distribution of funding.

·         Guarantee Committee
Body of internal judicial discipline. It is elected by congress.
